Joint Education Oversight Committee

Hearing Focus: School Transportation

The Ohio 8 Coalition provided testimony to the Ohio Joint Education Oversight Committee regarding school transportation policy in Ohio’s schools.  In the testimony, The Ohio 8 Coalition provided the following recommendations:
   • Reconsider the limitations of school districts to set and align bell schedules;
   • Evaluate the state excise tax reimbursement;
   • Gather a small group of school district student transportation directors to help craft detailed solutions to the challenges within this dialogue including but not limited to:
      o the realities of present day routing; public and non-public school transportation;
      o the cost and use of payment in lieu of transportation;
      o the significant gap between state contribution and district expenditure over time;
      o funding transportation inside or outside of the funding formula; and
      o challenges and costs related to replacing aging bus fleets

House Education Committee

Hearing Focus: H.B. 410 – Truancy and Attendance

The Ohio 8 Coalition provided written testimony to the Ohio House Education Committee regarding truancy policy in Ohio’s schools. In the testimony, The Ohio 8 Coalition provided recommendation on initial intervention steps to support students struggling with attendance including opportunities to address the broader barriers students face. Their testimony specifically provided recommendations around the following:

  • when juvenile courts should involved in student truancy;
  • the presence of an intervention team as a step to address student attendance; and
  • opportunities for changes to state data codes used to tracking student attendance

Hearing Focus: H.B. 64 - Main Operating Budget FY2016 - FY2017

Ohio 8 Co-Chair and  Toledo Federation of Teachers President, Kevin Dalton, along with fellow Ohio 8 Coalition members Canton City School District Superintendent, Adrian Allison, and Akron Education Association President, Pat Shipe,  provided testimony to the Ohio Senate Finance Committee . In their testimony, they provided the Coalition's feedback regarding the Governor's proposed budget for FY16 and FY17. Their testimony specifically provided recommendations around:

  • The School Transportation Study Commission
  • Charter School Accountability and Transparency
  • School Funding Stability

Ohio House Finance Subcommittee on Primary and Secondary Education

Hearing Focus: H.B. 64 - Main Operating Budget FY2016 - FY2017

Ohio 8 Member and Canton City School District Superintendent, Adrian Allison, provided testimony to the Ohio House Finance Subcommittee on Primary and Secondary Education. In his testimony, he provided the Coalition's feedback regarding the Governor's proposed budget for FY16 and FY17. His testimony specifically provided recommendations around:

  • Instability of School Funding Decision Making
  • School Funding Calculations
  • Funding for Charter Schools
  • Funding for Special Populations
  • Tangible Personal Property Tax

Hearing Focus: H.B. 74 - Primary and Secondary Education Assessment Administration

Ohio 8 Coalition Co-Chairs, Kevin Dalton, President of Toledo Federation of Teachers, and Lori Ward, Superintendent of Dayton Public Schools, submitted testimony to the Ohio House Education Committee. In their testimony, they provided the Coalition's feedback regarding standardized assessments. Their testimony specifically provided recommendations around student learning objectives (SLOs), the fall administration of the third grade reading assessment, state mandated testing limits, high-stakes testing strategy development, and practitioner feedback.

Eric Gordon, CEO of Cleveland Metropolitan School District and Ohio 8 Coalition member, testified before the Ohio House Rule and Reference Committee to provide feedback regarding his opposition to H.B. 597, which would repeal Ohio's New Learning Standards and the Common Core Standards for math and language arts.

Adrian Allison, Superintendent of Canton City Schools and Ohio 8 Coalition member, testified before the Ohio Senate Finance Committee about the Ohio 8 Coalition's concerns regarding H.B. 59 and provided the committee with recommendations on how to shape the bill so that it can better address the educational needs of children across the state, particularly children in urban school districts. The Ohio 8 Coalition's testimony focused on five sections of the bill: the contract out provision, payment in lieu, voucher expansion, student transportation and state revenue projections.
