Superintendent, Youngstown City School District

Jeremy J. Batchelor, eHCLE, has served as Superintendent of the Youngstown City School District since August 2023. A Youngstown native and veteran educator with more than 25 years of experience, he previously served the district as Deputy Superintendent, Chief of Staff, and Principal of East High School.

Under Superintendent Batchelor’s leadership, Youngstown City Schools has achieved significant academic and organizational progress. The district’s graduation rate for the Class of 2025 exceeded 90 percent—the highest level in approximately two decades—compared with nearly 76 percent when he arrived in Youngstown in 2018. Third-grade English language arts proficiency has increased nearly fourfold over four years, reflecting the district’s continued focus on early literacy, high-quality instruction, accountability, and targeted scholar support.

Superintendent Batchelor has also led a comprehensive effort to align district resources with scholar outcomes. Through strategic staffing and organizational restructuring, the district reduced annual personnel costs by more than $5 million while improving operational efficiency, protecting academic programs, and expanding opportunities for scholars. His administration has strengthened career and technical education, expanded college and career pathways, improved school culture, and increased family and community engagement.

He is the architect of “One Vision. One Youngstown.,” the districtwide transformation that brought together Youngstown’s comprehensive high schools and middle schools to create Youngstown High School and Youngstown Middle School for the 2026–2027 school year. This historic reconfiguration was designed to unify the community, eliminate duplication, expand academic and extracurricular opportunities, and ensure that every Youngstown scholar has equitable access to high-quality programs and resources.

Through the “Defend the Y” culture, Superintendent Batchelor has challenged scholars, employees, families, and community partners to take collective ownership of Youngstown City Schools. His leadership centers on high expectations, strategic resource allocation, transparent accountability, instructional improvement, and an unwavering belief that Youngstown’s scholars can compete and succeed at the highest levels.
